An IPM license is a “company wide” license and will enable monitoring of an unlimited number of applications for an unlimited number of users. A license is valid for several installations of IPM as long as they are installed within the same company. That makes it possible to use a single license to monitor several BizTalk environments (for example production, test etc.)
